The problem is that there are no international or European standards for Maritime English . This project intends to establish a set of standards by transfer of innovation from existing English language standards and maritime English model courses. It was noted that deficiencies in maritime English causes accidents and therefore needs to be seriously taught in the basic and the main training of all Chapters of the STCW Code of practice.

In 2004, CFF Marine Division formed a partnership with TUDEV and agreed to represent TUDEV’s interest in the UK and EU. TUDEV and CFF together with a number of organisations formed a major partnership and as a result a major Leonardo pre-proposal was prepared. The pre-proposal was successful and subsequently a full proposal was submitted to the EU.
